What “primary” means here

AFDC labels a propane station primary when, based on industry feedback, it is staffed during normal business hours without a required call-ahead, can fill at roughly gasoline-like rates (about 8–12 gpm), and accepts credit or fleet cards. Stations that do not meet those criteria are secondary. This is not the same as “refill vs Blue Rhino exchange.” Ask the station whether they refill your tank, exchange cages only, or both.
